RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2014-00569
COUNSEL: NONE
HEARING DESIRED: NO
APPLICANT REQUESTS THAT:
His date of rank (DOR) to the grade of major (O-4) be changed to
1 Aug 13.
APPLICANT CONTENDS THAT:
He was unjustly denied an earlier DOR because his unit is a
civilian agency (the Selective Service System) and was not
familiar with Air Force procedures. On or about 23 Jul 13, his
unit submitted an accelerated promotion request for him with a
1 Aug 13 DOR. The request was returned twice for corrections.
Therefore, his promotion DOR defaulted to his original DOR of
24 Jan 14. The requested DOR of 1 Aug 13 should be honored
because that was the intent of his leadership.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Air Force Reserve on
27 Aug 99.
On 14 Jan 13, the applicant was selected for promotion to the
Reserve grade of O-4, at the Calendar Year 2013 Air Force
Reserve Line and Non-line Major Mandatory Promotion Selection
Board.
Under Reserve Order BA-14457, dated 27 Dec 13, the applicant was
promoted to the grade of major, effective 24 Jan 14.
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
ARPC/PB recommends denial indicating there is no evidence of an
error or an injustice. On 11 Dec 13, ARPC/PBE received a
request for accelerated promotion from the applicant, dated
20 Nov 13, requesting a 1 Dec 13 DOR. The request was returned
for corrections. Subsequently, ARPC/PBE received a request from
the member, dated 23 Jul 13, requesting an earlier DOR of
1 Aug 13. Per AFI 36-2504, Promotion, Continuation and
Selective Early Removal in the Reserve of the Air Force, an
accelerated promotion request must be received from the senior
rater and not from the member on his own behalf; the request
must be received by ARPC/BCE at least 2 business days before the
proposed DOR; and the officer must occupy a position with an
authorized grade higher than the officers current grade.
However, the request in question was received directly from the
member instead of the senior rater; was not received until
four months after the requested effective date; the applicant
was not in a higher grade position than his current grade; and,
the senior rater who endorsed the application was not the senior
rater for the unit the member was assigned to.
A complete copy of the ARPC/PB evaluation is at Exhibit C.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 28 Jul 14 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not been the victim of an error of injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

All officers selected for promotion by this board were promoted no earlier than this date, unless a request for accelerated promotion was received from the senior rater. The applicant provides another memo from the commander to the senior rater, also dated 20 Jul 04, requesting the applicant be given an accelerated promotion to major with a DOR of 15 Apr 04 (Exhibit A). The 2 Jun 04 DOR was not authorized because the FY04 board did not select the applicant.

APPLICANT CONTENDS THAT: Due to an administrative error, his Air Force unit and its Commanders Support Staff (CSS) did not submit his PRF to the promotion board by the suspense. Unlike the mandatory PRF, the PV PRF suspense is not an administrative suspense. The date established in the board convening notice is actually the date that triggers eligibility for the board. Furthermore, the letter from the applicants chain of command was significantly compelling as it indicates that errors...
AF | BCMR | CY2013 | BC 2013 02036
The applicant's complete submission, with attachments, is at Exhibit A. Per SAF/GCI, the convening notice is a Secretarial act in support of the Secretarial process, and there is no additional waiver authority in accordance with AFI 36-2504, Promotion, Continuation and Selective Early Removal in the Reserve of the Air Force, for PV PRFs. In this respect, we note the applicants senior rater provided a statement indicating that he submitted the applicants nomination for promotion to major,...

_________________________________________________________________ AIR FORCE EVALUATION: ARPC/DPB recommends the requested relief be denied. No documentation has been provided by the applicant’s previous command to indicate that they are in support of his request; or that they were given erroneous information regarding accelerated promotion. Exhibit C. Letter, SAF/MRBR, dated 12 Oct 07.
As she had been filling a lieutenant colonel position, she would have been eligible to be promoted to the grade of major, effective with the validation of her position by the Air Force, via an accelerated promotion. She was considered and selected for promotion to the grade of major, with a date of rank of 1 October 2001 (Exhibit B). Based on these circumstances and the fact that she had been filling a lieutenant colonel’s position, her senior rater recommended her for an accelerated...

_________________________________________________________________ APPLICANT CONTENDS THAT: At the time of her selection to major in Apr 01, her active duty supervisor was not informed by the 12 MSS/DPMPEP (officer promotions) or by the AFPC/CCR (Reserve Advisor) that he could accelerate her promotion in accordance with AFI 36-2504, paragraph 6.5. The letter recommending the accelerated promotion requested a DOR of 15 Sep 99. It is further recommended that he be considered for promotion by a Special Review Board (SRB) and that his record be evaluated in comparison with the records of officers who were and were not selected by the FY03 Line and Nonline Colonel Selection Board, which convened in October 2002; if he is recommended for promotion by a Special Review Board, the Air Force Board for Correction of Military Records be advised...
